PRIVACY POLICY

The City of Taylor (“City of Taylor”, “we”, “us”, or “our”) respects your privacy and is committed to protecting it through our compliance with this policy. This policy describes the type of information we may collect form you (the “Privacy Policy”) when you access and use the iCare App (the “iCare App”) and our practices for collecting, using, maintaining, protecting, and disclosing that information

By accessing the iCare App, you consent to the collection, transfer, processing, storage, disclosure and other uses of your information, including information that may personally identify you (“Personal Data”) as described in this Privacy Policy.

Please read our Terms of Use (http://www.cityoftaylor.com/icare/terms-of-use/) together with this Privacy Policy. If you do not agree with our policies and practices, do not use the iCare App. By accessing or using the iCare App, you agree to this Privacy Policy. This Privacy Policy may change from time to time. Your continued use of the iCare App after we make changes is your acceptance of those changes, so please check the Privacy Policy periodically for updates

This Privacy Policy applies to information we collect:

On the iCare App; and

Through the call center we use to accept Reports that are not submitted through the iCareApp.

This policy does not apply to information collected by:

The City of Taylor through any other means, including on any other website operated by the City of Taylor or any third party; or

Any third party, including through any application or content that may link to or be accessible from the iCare App.

This Privacy Policy also describes the information our partners share with us or that we share with our partners.

Children Under the Age of 13

The iCare App is not intended for children under 13 years of age. No one under age 13 may provide any personal or other information to or through the iCare App. We do not knowingly collect Personal Data from children under 13. If you are under 13, do not use or provide any information on or through the iCare App use any of the interactive or public comment features of the iCare App or provide any information about yourself to us, including your name, address, telephone number, email address, or any screen name or user name you may use. If we learn we have collected or received Personal Data from a child under 13 without verification of parental consent, we will delete that information. If you believe we might have any information from or about a child under 13, please contact us at [INSERT CONTACT INFORMATION].

How We Collect, Receive, and Use Information About You

We collect, receive, and use data, which may include Personal Data, as follows:

a)Information you provide to us directly. When you use iCare App, you will provide certain information directly to City of Taylor. This information can include:

Account Information: When you register on the iCare App you become a registered user (“Registered User”) by creating an account (“Account”), and you will provide information such as your display name, email address, preferred geolocation, name of preferred geolocation, postal address, phone number, digital images, time zone, and preferred language. This includes Personal Data. For example, if you use your full name or you provide a photograph of yourself, you will be disclosing your identity to the public. We do not post or otherwise communicate your e-mail address to the public or third parties, except in the limited circumstances set forth in this Privacy Policy.

User Content: Users submit individual issue reports (“Reports”) through the iCare App (“user content”). The Reports can include your display name, the title of the issue, a description of the issue, the physical location of the issue, and a user-provided photograph and/or video showing the issue. We may obtain the physical location for the Report from GPS or other geolocation information from the iCare App. The Reports include Personal Data, and some of the information submitted in Reports may identify third parties. For example, user content might include a name or identifying information about a third party in the description contained in a Report. User content might include an image, a video, or voice recording of a third party as part of a Report. City of Taylor is not responsible for user content.

All user content is publicly available to all users of the iCare App, City of Taylor Websites, and other third-party applications. User Content is accessible on the iCare App for all iCare App users and others through City of Taylor Websites and third-party applications. Once user content is provided, we are unable to remove or delete it. We maintain copies of user content indefinitely in our systems.

An unregistered user’s IP address and other information the unregistered user provides may be collected and shared about unregistered users on the iCare App. This may include Personal Data.

b)Information we collect and receive when you use the iCareApp. We collect and receive information about you when you use iCare App, which includes:

Information about user content: We may collect metadata about you, which is information that describes the content you provide to the iCareApp. For example, we may collect information describing your camera and camera settings when it is included with your images. This information allows us to improve the iCareApp and provide additional features and functionality.

Information related to using of the iCareApp: We collect information about how you use the iCareApp, which includes tracking the number and frequency of page visits, usage of links or other features and time using the iCareApp. The collection of this data may be associated with your IP Address (as defined below) and/or your Account.  This may include Personal Data.  We also use this data in an aggregated form that does not include any Personal Data to improve and enhance the use of the iCareApp.

Information Related to Your Web Browser: We automatically receive and record information from your web browser when you interact with the iCareApp, such as your browser type and version, what type of device you are using, your operating system and version, your language preference, the website or service that referred you to the iCareApp, the date and time of each web request you make, your screen display information, and information from any cookies we have placed on your web browser (as described below). We also detect certain web browser extensions and link that information to your Account. We use this information to enhance your use of the iCareApp and to allow us to improve the iCareApp. This may include Personal Data.

IP Address Information: We may collect and store your Internet Protocol Address (“IP Address”) when you use the iCareApp. We use your IP Address to combat spam, malware, and identity theft; and to personalize the iCareApp for you. We also aggregate this data to improve the iCareApp. This may include Personal Data. 

Location Information: We may collect information about where your location, by converting your IP Address into geolocation, or by requesting location information from the device you use to access the iCareApp. We use this information to improve and personalize your use of the iCareApp. You may be able to limit our collection of this information on your device. This may include Personal Data.

Information Related to Your Mobile Device: We may collect and store information related to your mobile device, such as your phone number. You will have a choice as to whether we collect and store this information. We use this information to improve your use of the iCareApp. This may include Personal Data.

How Your Information Is Shared

We may share your information and your user-provided content as follows:

Information Shared with the Public Through the iCareApp: The user content you submit to the iCare App or otherwise is public.  It can be accessed through the iCareApp. Because your user content can be seen by all persons accessing the iCare app, and may be indexed by search engines, you agree and understand that all information you provide is public and the City of Taylor has no responsibility to protect or otherwise safeguard the user content you submit. 

Information You Share with Third Party Services: You may have access to Third Party Services through the iCare App by clicking on links that take you outside of the iCare App.  Once you leave the iCare App, your use of any Third Party Service is subject to the privacy and data collection practices of the Third Party Services you access. This Privacy Policy only governs information we collect.

Information Shared with Third Parties: We share user content with third parties in conjunction with your use of the iCareApp, and to fulfill requests you have submitted. We may also share user content or information we collect with other third parties in conjunction with the development, enhancement, and operation of the iCareApp. The information we share may include Personal Data.

Information disclosed for Our Protection and the Protection of Others: We reserve the right to access, preserve, and disclose any information we reasonably believe is necessary, in our sole discretion, to (i) satisfy any law, or regulation, legal process, governmental request, or governmental order, (ii) enforce this Privacy Policy and our Terms of Use (http://www.cityoftaylor.com/iCare/terms-of-use), including investigation of potential violations hereof, (iii) detect, prevent, or otherwise address fraud, security or technical issues (including exchanging information with other companies and organizations for fraud protection and spam/malware prevention), (iv) respond to user support requests, or (v) protect the rights, property, health or safety of us, our users, any third parties or the public in general, including but not limited to situations involving possible violence, suicide, or self-harm.

Information disclosed for Other Reasons: At City of Taylor’s sole discretion, we may share any information, in our sole discretion, if: (a) It is necessary to respond to lawful governmental requests or legal process (for example, a court order, search warrant, FOIA or subpoena); (b) to facilitate resolving any issue that you report directly to a City of Taylor partner through the iCareApp; (c)  we obtain your permission to share information; (d) we have given you notice that information will be shared; or (e) we aggregate or de-identify the information.

Information We Share with Your Consent or at Your Request: If you ask us to release information that we have about your Account, we will do so if reasonable and not unduly burdensome.

Cookies, Web Beacons, and Other Technologies

City of Taylor uses various methods to collect information about you through your use of the iCare App.

Use of Cookies: The iCare App uses web cookies to enable our servers to recognize registered users and tell us how and when you use the Services. Cookies are pieces of text that may be sent to and stored in your OS web browser/device when you use the iCare App. We use cookies that identify you, your login, and that your web browser has accessed iCareApp, and we may associate that information with your Account, if you have one.

If you disable cookies, you will not be able to log into your Account and will not be able to use most of the features of the iCare App. Some third-party services that we use or link to, such as Google Analytics or blogs, may also place cookies.

Both registered and unregistered users can disable cookies however, if cookies are disabled the iCareApp will not function properly.         

International Users

In order to access or use the iCare App you must be a resident of the United States. If you are not a resident of the United States, you must not use the iCare App.

The Security of Your Information

We have implemented measures designed to secure your personal information from accidental loss, and from unauthorized use, alteration, and disclosure.  The safety and security of your information also depend on you. You are responsible for preventing unauthorized access to the device containing the iCare App. The transmission of information via the internet is not completely secure. Although we do our best to protect your Personal Data, we cannot guarantee the security of your Personal Data submitted to iCareApp. Your submission of Personal Data is at your own risk, and you understand and acknowledge that all user content you provide is public. We are not responsible for circumvention of any privacy settings or security measures contained on the iCare App.

Changes to This Privacy Policy

We may change this Privacy Policy from time to time. If we make material changes, we will notify users by email or through a notice on the iCare App.   The date the Privacy Policy was last revised is identified at the top of the page.   You are responsible for ensuring we have an up-to-date active and deliverable email address for you, and for periodically visiting the Privacy Policy to check for any changes.
